Put basic info into README.md and fill in SUPPORT.md based on https://github.com/microsoft/go/blob/microsoft/main/SUPPORT.md.
README.md could be expanded a lot (to be more like https://github.com/microsoft/go-crypto-openssl#readme), but I think this is fine for now to make the repo public.
