I'm going to merge with 1 approval rather than 2: this is a fixup port from https://github.com/golang-fips/openssl/pull/134, and I'd like to use a merged commit for the 1.21.6-1 and 1.20.13-1 releases. (I have to elevate to merge past the reviewer requirement.)
