Add CodeQL workflow #1185

About using a matrix, I found this interesting:

Using the language matrix optimizes CodeQL to run each analysis in parallel. We recommend that all workflows adopt this configuration due to the performance benefits of parallelizing builds.

Calling the C/C++ language "cpp" for consistency with internal builds. (It's just an alias.)
