The github.com/golang-fips/openssl/v2 module needs to be upgraded to get the following fixes and improvements:

I've upgraded to the latest commit instead of creating a new release. That module is going through a lot of development to get SymCrypt support and wouldn't make sense to create a release now.
Will help unblock #1285 and #1108.
