Made a change to replace https to http. http://download.microsoft.com/download/1/9/A/19AF548A-6DD3-4B48-88DC-724E9ABCEB9A/msodbcsql17-17.7.1.1.tar.gz I tried working the url by changing from secured to unsecured and it worked.

We are not going to change from https to http. That would be reducing security. If the https URL is not working for you, that is a problem on your end of the network, not the server-side.
