skl2onnx==1.17.0 breaks pipeline #776

Pipeline failure related to new skl2onnx version released 8 hours ago Unsupported model IR version: 10, max supported IR version: 9

Need to pin for now.

Not sure if this is related to https://github.com/onnx/sklearn-onnx/pull/1098 or some older pin that we have.
