The PR updates the links in the Hyperspace PR template.

What changes were proposed in this pull request?

  1. Fixed the link to CONTRIBUTING.md, which was pointing to the old path.
  2. Removed the link to developer.md, which pointed to a file that no longer exists.

Does this PR introduce any user-facing change?

No. This PR is only developer-facing.

How was this patch tested?

Not a source code change, so no tests needed.
