Remove CatLang #1042

Perhaps controversial, but how do people feel about removing CatLang? We don't use it.

I'd prefer to keep CatLang. It's a small but concrete implementation of the translation to a categorical language, something that is advocated in the literature. We may not use it, but I think it's instructive.
