Refactor python TS2KS package into KSC #860

Two focused changes, move the TS2K package into KSC Rename TS2KSto torch_frontend

I've held off on deeper renames and kept the command-line TS2K tool and tests where they are. Those differently disruptive changes can be made over time.

This seem sensible to me but I'm a bit out of touch with the status of the Python package so not sure my approval can carry much weight.
