Adds .devcontainer/ folder with devcontainer.json configuration for Codespaces-Jupyter
Adds requirements.txt with list of Python packages to install post-launch
Adds support for relevant VS Code extensions to simplify usage from GitHub Codespaces
Validated it works with Docker Desktop
Validated it finds Python 3 runtime and runs Notebook
ToDo: validate OpenAI KEY
