Variable rate playback for LiveMediaSession #756

Can now change the playback rate for everyone co watching.

Changes

Added method in LiveMediaSessionCoordinator and MediaPlayerSynchronizer
```
public async setPlaybackRate(playbackRate: number): Promise<void>
```
Added flag canSetPlaybackRate which behaves similarly to canPlayPause, canSeek, etc. It also changed when setting viewOnly in MediaPlayerSynchronizer.

```
Made the callbacks for internal group state type safe.
