MRAN is no longer a thing. Microsoft retired it at the start of July.

They have not updated this repo which leads to a lot of confusion and problems. There was a notification / message on the MRAN website (no longer accessible) that it will retire in July 2023.

Well, they said they would retire it at the start of July. This was the announcement, which is still accessible:

But, actually, it was down continuously for most of June already.
