This API has shipped and is documented. Completing this PR to archive the spec.

Good to see these things getting cleaned up - perhaps the other new APIs should have been here too for comments, like the new TitleBar API?

Yeah, about the cleanup, creating a separate repo for specs turned out not to be a great idea.

There's a bunch of PRs here for API specs that didn't merge (the spec didn't merge but the code shipped). And the specs are still useful for archive and providing background that doesn't make its way into the public docs. So I'm plodding through to get these PRs merged, then we'll copy them all to the microsoft-ui-xaml repo.
