Proposal: Add an option to open emoji picker from a textbox

For user friendly operation and better usage of emoji picker than just with a shortcut

Summary

Add an option to WinUI textboxes to open emoji picker via an emoji button and use it in the textbox

Important Notes

• it is right now possible to call the emoji picker programatically manually (Blog post from Rudy Huyn: https://www.rudyhuyn.com/blog/2019/08/08/how-to-open-the-emoji-keyboard-panel-in-your-uwp-app/)
• it should be of course only an option for TextBoxes, not the standard mode
