Proposal: Thicken GridView multi-select borders for better visibility

Summary

This is being broken out of issue #835. When GridView is used with images, the current selection border that is 2px is a bit unnoticeable. This proposal is to make it thicker to 4px.

Developers are able to use WinUI2.2* package and without any work, get the new Windows visual style. Must
