Might be a dupe/superset of #54

This is different from #54 after all - #54 is to access a specific type of external actors specifically for AltspaceVR, but this issue covers the host-app agnostic system that enables any host app to have a way to expose external actors on startup (That way, #54 would be build inside Altspace on top of this issue)
