Prepare for next reference code update #108

This change performs some clean up so the next reference code drop merge will avoid some spurious conflicts.

Specifically:

remove LTC crypto layer which has not been tested, maintained or updated
remove Samples which have not been tested or maintained.
apply clang-format 17.0.3 which is the same version as used by the TCG.

Note: the clang-format definition files already match, but clang-format is not 100% compatible across versions.
