Zlib Subtree dependency has been updated to v1.2.12 #513

This PR will address CG Security Bugs existed part of Zlib v1.2.11 dependency

[What is changed:]

Removed Old Git Subtree for Zlib v1.2.11
Added a new Git Subtree for Zlib v1.2.12 which includes fixes for CG Security Bugs related to
- trees.c
- deflate.c
Updated the README.md with correct version, commit & release link for Zlib v1.2.12

[How Verified:]

Compiled the code with updated Zlib v1.2.12 version for windows environment
- makewin.cmd x64
- makewin.cmd x64 -px
Executed tests above compiled cases ensured all the tests are passing as before
- .vs\msixtest\msixtest.exe
