This PR adds a new TI provider for IPv4 addresses - https://www.ipqualityscore.com/
The service provides fraud scoring as well as identifying VPN and Proxy service associated IP addressses.
The service also offers lookups for other indicator types but more testing of the veracity of its data for these is needed before I am comfortable including them.
