MdeModulePkg: Extend PciBusDxe to allow for ignoring option ROMs

Description

The ROM bar is incompatible as ACPI only defines MEM, IO, and BUS bars. This patch allows PciBusDxe to ignore incompatible option ROMs from the ROM bar.
