[Feature]: Add checks that protocol and crypto binary versions match #108

Feature Overview

Per https://github.com/microsoft/mu_crypto_release/pull/105#discussion_r1769233117, we discussed some improvements that could made to verify consistency of shared crypto versioning. This tracks implementing that.

Solution Overview

Warn the developer when building shared crypto if the EDK2 crypto version used does not match the version in CryptoPkg/Include/Protocol/Crypto.h.
