[Feature] Add platform build support to CodeQL workflow #141

Tracks updating .sync/workflows/leaf/codeql.yml to include support for platform builds - repos that build with a "PlatformBuild.py" file in a package rather than a top-level "CiSettings.py" file in a .pytool directory.

At this time, this affects mu_tiano_platforms.
