Why freezing all the packages and not only azure storage?

When we found the issue with azure storage, it was a fire drill to get things back on track. So I want to freeze all versions so we are not blindsided by changes external to our system and have to scramble to fix it. The downside is that we will have to manually validate newer versions and I prefer that approach instead.
