Disable xdp on ubuntu 22.04 #265

Ubuntu 22.04 stop using xdp as MsQuic drop support.

Note that this PR has a merge conflict with: https://github.com/microsoft/netperf/pull/266/files, but we can first merge this PR so we stop testing on un-supported builds.

The conflicts is expected. Are these CI failures expected?
