[CI/CD] Save build logs as artifacts & rewrite Jenkinsfile as scripted #45

This pull request makes the following changes:

Collect deployment logs artifacts, and store them as Jenkins artifacts
Add ssh_key for Windows to enable OpenSSH
Re-write Jenkinsfile as scripted
Re-write acc-deploy-test.groovy to scripted
Add Jenkinsfile for building oe-engine Docker image
Refactor Dockerfile
