Update download links for sgx driver in provision.sh #70

The current download links are very out of date. The current driver is 1.21, while we are pulling down 1.12.

@Francis-Liu Removed that file. Don't know where it came from

@yakman2020 the linux-azure package now includes the sgx driver, at least on 18.04, so I'm not sure how necessary this step really is now.

See https://www.ubuntuupdates.org/package/canonical_kernel_team/bionic/main/base/linux-azure, 1030 and 1031. It looks like that change did not make it to 16.04/xenial.
