Replace feapi references with oaff #18

Description

Replace working name of application ("feapi"), with the "oaff" (an acronym of ogc-api-fast-features).

Changes include:

Rename "feapi" directories to "oaff"
Update all "feapi" and "FEAPI" references in the code.
Update readme

Fixes #15
