Update documentation with how to build a provider #51

Add steps with how to build a Python Provider.

Closes issue #31 and #32

@alinbalutoiu , don't forget to update https://github.com/Microsoft/omi-script-provider/blob/master/doc/ScriptProviderGettingStarted.pdf too if need, I will merge this PR first, thanks.

@alinbalutoiu , I can't merge from this page since Eric was requesting changes, may be you need to update https://github.com/Microsoft/omi-script-provider/blob/master/doc/ScriptProviderGettingStarted.pdf, then ask Eric help to signoff, thanks.

@alinbalutoiu , ScriptProviderGettingStarted.pdf has very detailed information, I think you might be better document the things there. :)

@JumpingYang001 most of the info is from ScriptProviderGettingStarted.pdf and I put in the README a resume of that one. @EMumau can you please review this again? Thanks!
