Fix release/centos7/Dockerfile #646

Now CentOS8 is out, you need to fix the docker file, or assemble it for version 8. FROM centos7 Latest = Centos8

thanks for report it. not maintain dockerfile for 2 years... might be out of scope since omi only used by SCX team now.
