New scaleset deployment fails because of deprecated support for retention in diagnostics settings #3451

  1. create new scalset

Expected result

scaleset created

Actual result

creation fails with the follwing error

Diagnostic settings does not support retention for new diagnostic settings

Note: the diagnotic settings appear to be deprecated.
