Convert to Markdown and add link #69

Converted to Markdown for consistency with format of READMEs of other Microsoft repos. Improves readability.

Added link to CONTRIBUTING.md, which is dependent on the pull request "Convert to Markdown #68" which converts CONTRIBUTING to Markdown.
