Bump macOS and Xcode versions to latest available (macOS-13, Xcode 15.0) #290

Currently the CI is using old toolchain. Migrating to the latest available would help contributors to explore adoption of Xcode beta features (e.g. visionOS SDK support), i.e. the delta between Xcode 15 and 15 beta is smaller.
