Updating CoE and ALM Accelerator Templates to Point to New Repo #1072

Hey @mikefactorial,

As I was not seeing these changes in the "master" branch of this repository I took the liberty to submit another pull request for that: Add issue template chooser in place of the pinned issue

I am sorry 😅 I should have taken a look to the opened pull requests before doing that.

But I am not sure the updates in this pull request are "corrects" if you want to use the GitHub issue template chooser feature 🤔 Perhaps you can take a look at my pull request.
