[BUG]: no contacts are shown in emergency contacts in communication app

Describe the bug I installed the crisis communication app with latest version. I've inputted some contacts in admin app. In the user communication app, I can see the countries but there is nothing to show when I click on the down arrow.

To Reproduce Steps to reproduce the behavior:

1. Go to 'Crisis communication app'
2. Click on 'Emergency Contacts'
3. Click on 'v' next to a country
4. No contact is shown

Expected behavior Contacts of that country should be shown.

Screenshots Contacts have been added in the Admin app

There is nothing to show when I pressed the down button.
