[BUG]: Emergency Contacts doesn't expand. #1231

Describe the bug Emergency contact doesn't expand on the Crisis Communications app. FAQ expands alright.

To Reproduce Steps to reproduce the behavior:

  1. Go to Emergency Contacts on end user app
  2. Click on Emergency contacts
  3. Expand a contact
  4. Doesn't expand

Expected behavior Expandable menu/contacts
