[BUG]: Emergency Response App, Supply Counts are not Submitted

Describe the bug One out of 30+ users, Jamie Bogart, is having to submit updated supply numbers 4+ times in order for them to actually get updated in the back end.

To Reproduce Steps to reproduce the behavior:

1. Open the '[Emergency Response - Supplies Reporting App](https://apps.powerapps.com/play/f9587a10-639d-4c3d-b376-6036fdde0080?tenantId=b50daf19-b943-4734-9bb2-292a55b4e912&source=portal&screenColor=rgba(0%2C%20176%2C%20240%2C%201))'
2. Select 'LHIN', 'Toronto Central', 'Toronto Central SDC', then hit 'Next'
3. Enter supply numbers for multiple items and hit 'Submit'
4. Go back home then re-do step 2
5. Error as per Jamie's view will be that these numbers entered previously have not been updated, they would appear as 0 to him (takes him 4+ tries to update these values)

Are records not being created when you check the admin app for the Supply Tracking entity? Is this only happening for one user? If possible, can you provide some screenshots or a video showing the issue?
