[Feature Request] "OpenAI GPT-4V" and "Azure OpenAI GPT-4 Turbo with Vision" should support "detail" parameter #1904

OpenAI GPT with vision had exposed "detail" parameter to enable user controlling over how the model processes the image and generates its textual understanding.

Azure OpenAI GPT-4 Turbo with Vision also supports "detail".

We should expose the "detail" parameter in these tools so that user can configure.
