Is your feature request related to a problem? Please describe. Set Trace Destination call against a CMK-enabled ML Workspace fails with error that Cosmos DB is disabled. See also bug #3418.

Describe the solution you'd like Set Trace Destination should work against CMK-enabled ML workspace.
