serve page /ui/traces on 0.0.0.0:23333 instead of localhost:23333 #3732

Is your feature request related to a problem? Please describe.

I need to be able to serve the promptflow localhost:23333/v1.0/ui/traces page on 0.0.0.0 instead of localhost. Is that possible with the changes implemented on issue #3432? Can you give a code example that makes that work?

Describe the solution you'd like I need to access the /v1.0/ui/traces from another computer.

Describe alternatives you've considered changing env var PF_SERVICE_HOST value does not work.
