[Contribution Request] Integration with Unify: tools package, extension to the provided flex-flows example

Continuation of the issue #3560 (closed after the PR merged in the flex flow example, before the tools package was finished) - this contribution will add tools for Prompt Flow for Single Sign On to Unify, LLM routing (and the access to custom routers) and a simple chat tool compatible with Unify.

Detail the functionality and value. As in the description from the issue: #3560 :

• Unify SSO allows to use all of the significant endpoints with a single API key,
• Unify Optimize gives access to the routing functionality provided by Unify as well as the ability to connect with the most suitable endpoint based on the parameters: cost, quality, time to first token, inter-token latency,
• Unify Benchmark - for direct access to the data available through the dashboard at unify.ai,
• Unify Chat is a simple chat tool compatible with Unify if the CustomConnection is being used; the tools package provides also OpenAI-based strong connection for use with Prompt Flow's built-in tools at the cost of slightly reduced access to Unify's features.

To be extended with new tools after the official release of Unify 1.0.0.
