bump common packages to v6.15.6 #1108

This includes the fix for win10 app HID flashing

Adafruit shouldn't be bumped to 6.15 common-packages as it has storage changes which are untested. We should port these changes to stable channel.

This change needs to be reverted

Ah, okay. I'll create a cherry-pick PR to 6.14 stable. What's the branch name? @abchatra

Also, what do you mean by reverted? I won't complete this PR.
