Describe the bug Toolbox "Color" is empty after importing extension "Color"

Steps to reproduce the behavior

  1. Navigate to https://arcade.makecode.com/beta#editor
  2. Click "More..." -> "Extensions" -> choose "color"
  3. Click "Advanced" -> "Color" and observe

Expect behavior Toolbox "Color" should not be empty

Actual behavior Toolbox "Color" is empty after importing extension "Color" issue82901

Additional context

  1. OS: Windows(rs6: 18362.1.amd64fre.19h1_release.190318-1202)
  2. arcade version: 0.14.4
  3. Microsoft MakeCode version: 5.21.6

This broke at at some point with some other changes in pxt, will fix

I'm not able to reproduce this on 0.14.4 with Edge Dev (Chromium-based).
