4 years ago I just started running into this as well, it's a bug in chrome84, looks like it'll be fixed with the point release for 'sometime next week' https://bugs.chromium.org/p/chromium/issues/detail?id=1106074 . ~Leaving this open / assigning myself so I remember to check after the next chrome bump.~
Well, looks like our case of the bug was a special case and the fix for it was deemed to risky for a hotfix, and that fix has been postponed to chrome 86; just checked canary and it's fixed there: https://bugs.chromium.org/p/chromium/issues/detail?id=1106074#c41

Expect behavior The hint icon is centered as Firefox and Edge browser
Actual behavior Hint icon is too high in Google browser
