User impact:
Users who rely on Screen Reader will get impacted and user will be misguided when Empty "Simulator" region landmark is defined for the page which is not present.

Note: User credentials should NOT be included in the bug.

Repro Steps:

1. Open the URL https://arcade.makecode.com/
2. Landing page will be appeared.
3. Turn on Accessibility Insight Tool.
4. Verify whether Empty "Simulator" region landmark is defined for the page which is not present.

Actual Result: When navigating to the page, empty "Simulator" region landmark is defined for the page which is not present.

Expected Result: When navigating to the page, empty "Simulator" region landmark should not be define for the page which is not present.
