Describe the bug It needs a prompt if you submit an empty abuse in share page

Steps to reproduce the behavior

  1. Navigate to https://arcade.makecode.com/beta#
  2. Create a multiplayer project and click Host multiplayer game
  3. Report abuse
  4. Write nothing and then Submit Report

Actual behavior Abuse can submitted successfully even it's empty

Expect behavior It needs a prompt to user if you submit an empty abuse in share page. And it shouldn't be submitted successfully if it's empty.

User provided information should be optional. If the game is offensive, it will speak for itself.
