Describe the bug "Dunk": Mouse over 'Next' of step4 makes tutorial interface jitter

Steps to reproduce the behavior

  1. Navigate to https://arcade.makecode.com/beta#
  2. Tutorial----->Dunk----->Blocks Start Tutorial
  3. Go to step4 and mouse over 'Next'

Actual behavior Mouse over 'Next' of step4 makes tutorial interface jitter

Expect behavior It won't jitter when mouse over'Next'

@abchatra This bug still reproduced in the latest beta version and only reproduced in Edge browser arcade version: 1.13.53 MakeCode version: 9.3.9
