Describe the bug "Collect the Clovers": The first half content of step21 is duplicate with content step20

Steps to reproduce the behavior 1.Navigate to https://arcade.makecode.com/beta. 2.Tutorials->Collect the Clovers->Blocks Start Tutorial. 3.Go to Step20 and compare the first half content of step21.

Actual behavior: The first half content of step21 is duplicate with content step20.

Expected behavior: Content of step21 doesn't duplicate with step20.

@abchatra I have verified this bug still reproduced in arcade version: 1.13.57, Microsoft MakeCode version: 9.3.14, so reopen it. Will close this bug once the bug was fixed in new build.
