Remove Jenkins in favor of Travis

• [ ] Remove the repo from the .Net team's Jenkins repo list
• [x] Make pxt-brainpad public

Merging to get the travis build update in; all webhooks and dotnet bot access have been removed, so the Jenkins build will no longer be triggered
