Release version 6.0.40 #298

Releasing the simulator button fixes to live. There's one other commit that's included in this but it looks innocuous enough; just changing some documentation and adding an upgrade rule: https://github.com/microsoft/pxt-calliope/commit/84ad86fd6034d4120081676c5739ed742e840243

Tested the simulator in chrome, firefox, and safari
