feat: addDependency supporting builtin dependencies #92

Support adding built in extensions via add dependency. Fix https://github.com/microsoft/pxt-mkc/issues/53, with https://github.com/microsoft/pxt-mkc/issues/51 partly for builtins / doesn't do a gh search for repos but can add that
